Aadhaar Authentication Mandatory for Property Registration in Uttar Pradesh from 1 Feb 2026

The Uttar Pradesh government has announced a major reform in its property registration process: starting February 1, 2026, Aadhaar-based authentication will be mandatory for all property registrations across the state. This new requirement is part of a broader effort to tighten safeguards, curb land fraud and make the land registration system more transparent, secure and trustworthy.

Under the new rule, every individual involved in a property transaction — including buyers, sellers and witnesses — must undergo biometric Aadhaar verification when registering property deeds or related documents with Sub-Registrar offices. This biometric verification will be conducted at the time of registration to confirm the identity of all parties present.

Why This Change?

The state government has framed this as a targeted move against fraudulent land registrations and impersonation scams, problems that have long plagued property transactions in the state. By linking property deeds to secure Aadhaar authentication:

  • Identity fraud and impersonation attempts — where fake documents or forged signatures are used — can be significantly reduced.
  • Transparency in transactions will improve, with each transaction tied to verified demographic and biometric data.
  • Authorities believe this will also help reduce the backlog of land disputes and related court cases by preventing fraudulent registrations from occurring in the first place.

How Aadhaar Authentication Will Work

According to government announcements and press briefings:

  • Property registration offices will be equipped with biometric machines connected to the Aadhaar database.
  • The e-KYC process will verify the fingerprints or Aadhaar-linked biometric data of the buyer, seller and witnesses before the registration deed is executed.
  • Electronic signatures (e-signatures) tied to Aadhaar identity may also be used to formalize digital property documents.
  • The rule applies to all districts and sub-registrar offices in Uttar Pradesh.

For individuals who have difficulty with fingerprints (e.g., elderly people), face authentication or Aadhaar-linked OTP verification may be offered as alternative options at the registrar’s discretion.

Government Perspective and Implementation

In a press briefing in Lucknow, Ravindra Jaiswal, Minister of State (Stamps & Registration, independent charge), highlighted that the new Aadhaar authentication framework was introduced to strengthen the overall integrity of property registrations and to support the government’s push toward digital governance. The rule was framed under the powers granted by Section 69 of the Registration Act, 1908, and subsequent amendments to Uttar Pradesh’s Online Document Registration Rules.

Officials also noted that the registration infrastructure — including biometric hardware and network connections to the UIDAI Aadhaar servers — is being rolled out across all sub-registrar offices in preparation for the new rule’s launch. Training for staff and updates to the registration software platform are underway to ensure a smooth transition on February 1.

What This Means for Property Buyers and Sellers

Residents planning to buy or sell land or property in Uttar Pradesh should be aware of the following practical impacts:

  • Aadhaar-linked biometric authentication will be compulsory for everyone appearing at the registration office.
  • Parties without updated Aadhaar details may face delays in completing their registration unless they update or correct their Aadhaar information beforehand.

  • Witnesses to the transaction must also be present for biometric verification — their presence is no longer optional if the transaction is to proceed.
  • Property lawyers and registration agents are preparing clients ahead of time to avoid last-minute hurdles once the rule takes effect.

This move aligns with digital governance initiatives in several states and at the central level, where Aadhaar authentication is increasingly used to verify identity for a range of services, from welfare benefits to banking and taxation. However, making Aadhaar mandatory for property transactions — a significant financial and legal process — represents one of the most wide-ranging uses of biometric identity verification in land administration so far.
