Uttar Pradesh Makes Newspaper Reading Mandatory in 800 State Skill Centres

In a proactive step to broaden the learning experience of young trainees, the Uttar Pradesh Skill Development Mission (UPSDM) has introduced a new directive making daily newspaper reading mandatory across nearly 800 skill development centres in the state. The policy — which took effect immediately — is expected to benefit over 1 lakh youth enrolled in short‑term vocational and skill programmes.

Skill training in India traditionally focuses on practical and technical abilities — such as tailoring, IT, or mechanical skills. However, Uttar Pradesh’s latest move aims to marry those practical skills with broader knowledge, reasoning and communication capabilities, positioning the youth not only as technically sound but also as informed and confident citizens.

Why Newspaper Reading Was Made Mandatory

The decision was issued by Pulkit Khare, Mission Director of the UPSDM, as part of a directive to enrich the training curriculum beyond technical instruction. Trainees enrolled in government programmes like the State Skill Development Fund, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU‑GKY), and Project Praveen will now begin their day with a newspaper reading session.

The rationale behind the policy is rooted in enhancing general awareness, communication skills, analytical thinking, and competitive readiness. Khare stated that skill development “is incomplete without a well‑rounded perspective of the world,” adding that daily engagement with newspapers will foster critical thinking and global awareness among trainees.

Officials and policymakers have outlined several benefits expected from regular newspaper reading:

1. Improve General Knowledge and Awareness

Reading newspapers daily will help trainees stay informed about local, national and international news, enabling them to understand social, economic, and global developments. Exposure to current affairs is expected to bridge the gap between vocational skills and real‑world understanding.

 2. Strengthen Communication and Language Skills

Regular reading of editorials, articles and reports — in both Hindi and English — will help trainees enhance their vocabulary, language style and expression. This is particularly beneficial for those seeking jobs requiring strong communication skills.

 3. Foster Analytical and Logical Thinking

Analysing news stories, opinion pieces and feature articles encourages trainees to think critically, evaluate information, and form balanced viewpoints — skills that are valuable for decision‑making both in the workplace and in personal life.

 4. Build Confidence and Competitive Edge

For youth preparing to take competitive exams or enter a dynamic job market, a habit of following current affairs can provide a competitive advantage. It builds confidence and sharpens analytical reasoning — traits highly valued by employers.

Beyond hard knowledge, reading newspapers introduces cultural articles, human‑interest stories and puzzles, which can improve concentration, patience, sensitivity and empathy. These soft skills are often overlooked but crucial for personal and professional growth.

To ensure the directive becomes a meaningful part of daily training routines, UPSDM officials have issued several implementation guidelines:

  • Training Providers (TPs) and Project Implementation Agencies (PIAs) must ensure that at least one Hindi and one English newspaper are available daily at every centre.
  • Daily newspaper reading sessions are to be formally included in the training timetable, with trainees encouraged to review news critically and discuss key takeaways.
  • District coordinators, MIS managers and other officials will monitor compliance through monthly inspections. Reports must explicitly document that newspaper reading activities are happening as prescribed.

These measures are designed to ensure that the initiative is not merely symbolic, but effectively integrated into everyday learning across all skill centres.

Kapil Dev Agarwal, Minister for Vocational Education, Skill Development and Entrepreneurship, explained that the objective is to nurture youth who are not only technically proficient but also possess strong socio‑economic and global understanding. He highlighted that such literacy is essential for enhancing employability and self‑confidence in a competitive environment.

Pulkit Khare echoed this sentiment, emphasising that the integration of newspaper reading will create a culture of critical thinking, informed decision‑making and lifelong learning among trainees.
