The Government of India has taken urgent steps to prevent a shortage of Liquefied Petroleum Gas (LPG), commonly used as cooking gas, across the country. The move comes amid global supply disruptions caused by the ongoing conflict in West Asia. To protect domestic consumers and ensure uninterrupted availability of cooking fuel, the government has invoked the Essential Commodities Act, 1955, a law that allows authorities to regulate the production, supply, and distribution of important goods.

According to recent reports, India has over 33 crore LPG consumers, making it one of the largest LPG markets in the world. In the financial year 2024–25, India consumed about 31.3 million tonnes of LPG, but domestic production was only about 12.8 million tonnes, meaning that the remaining demand had to be met through imports. This dependence on foreign supplies makes the country vulnerable to international disruptions.
Government Invokes the Essential Commodities Act
To address the situation, the central government invoked the Essential Commodities Act, 1955. This law allows the government to regulate the availability, supply, and distribution of essential commodities such as fuel, food items, and medicines. The main objective is to prevent shortages, hoarding, and black marketing during times of crisis.
By invoking this act, the government now has the authority to control various aspects of the energy supply chain. It can direct companies to prioritize certain uses of fuel, monitor stock levels, and intervene in the market if irregularities occur. Orders to Oil Refineries and Petrochemical Units

Propane and butane are the main components used to produce LPG. By redirecting these resources, refineries can increase the amount of LPG available in the country. The government has also directed that the LPG produced under these orders should be supplied mainly to public sector oil marketing companies, which distribute cooking gas to households.

While the government’s primary focus is to protect household consumers, the supply disruption has already affected some commercial sectors. To manage demand and prevent panic buying, the government has also increased the minimum waiting period for booking a domestic LPG refill from 21 days to 25 days. This measure is designed to discourage hoarding and ensure that available cylinders are distributed more evenly among consumers.

In addition to LPG production measures, the government has also introduced the Natural Gas (Supply Regulation) Order 2026. This order regulates how natural gas, including liquefied natural gas (LNG), is allocated across different sectors. Priority has been given to critical sectors such as domestic gas supply, transport fuel (CNG), and LPG production.
By controlling the allocation of natural gas, the government aims to ensure that essential services and industries continue to function smoothly even if global supply chains remain unstable.
